Why East Midlands has no separate published price
The official UK series is a single national observation. It is priced on the Monday nearest the fifteenth of the month, for deliveries up to 1,000 litres, with VAT at 5% included. There is no regional breakdown behind it, and nobody else publishes one for Great Britain either.
Sites that show you a regional price for a GB region are showing you either a national figure with a regional label on it, or a set of quotes collected from sellers. This page does the first of those and says so, which is the only honest version of it.
The local geography, and what it does to a delivery
Lincolnshire is wide and thinly populated, the Peak is close and awkward. The same depot may run both, and the cost of serving them is not the same.
Delivery
Proximity to the Humber and to inland terminals means the primary distribution leg is short. That does not guarantee a lower delivered price, because the last mile still dominates, but it removes one source of premium.
